It's like civilization, only instead of moving troops around in hexagons and founding city, you're colonizing planets, terraforming, and building fleets of ships.
It's also all real time, so you don't have to take turns to do everything.
The combat is excellent. You use research to unlock new hulls, reactors, shield, armor, ballistic weapons, energy weapons, etc. You can then pretty much design all of your own ships like it was Eve or Gratuitous Space battles and have them built at starports on your colonies. All the battles are real time as well. The battle mechanics also seem to have taken a hint from Eve based on the pros and cons of ballistic missiles vs lasers vs missiles and how fast your target is going and your chances of hitting them.
There are also 8 different races. They're all pretty different in the base attributes they have, but the game lets you pretty much design your own race by picking those attributes with a point system before the start of a game.
So far I've put like 10 hours into this and it's been amazing. (You get the beta for pre ordering the game).
