only the perks between levels 2 and 4 disapear from what I gather

I tried this the other night when making my Evil charicter, and it works great. I only went to level 16, because I hate doing tedious things over and over but it certinly made a big difference. Namely I was able to use a lot of perks on getting my special abilities up since I already had the perks I wanted. Anyway, I am now the most feared individual in the Mojave wastes
