You need

-A Vehicle

-Good timing

Just Drive your vehicle out of bounds when the timer is out for 0.3 seconds the timer will reset to 10 seconds if you hop off the Vehicle (Its going to blow up either way

Staying out permanently involves luck,Knowledge of what your enemy has been up too and you too be a defender Very Happy

Anyway just drive into their spawn and hop on their UAV the out of bounds will extend because your on a helicopter also funny to kill attackers with their Own UAV while they think its safely out of bounds from you Very Happy

I like doing the dual medic revive strategy as well.

Wouldn't it only work on maps like White Pass and Atacama on Rush were there is no out-of-bounds area for helos cause the devs thought that the attackers wouldn't be dumb enough to "give" the defenders a helo?

Or wait for a vehicle to spawn, kill the ones coming at you with the UAV and then hop off and run into a vehicle. Not that I would try it, but sounds funny.
