Yea I figured. I had a rough time with her, until I figured out how to beat her, then she becomes very simple. I just got past this part for the 2nd time last night, and beat her very easily the 2nd time. EMP mines are your best friend.

- Side note. I was going for the Pacifist cheevo, until I stupidly picked up a dumbster and winged it down and alley to move it out of my way. Two hours later I found myself back in the same part of town, only to discover a dead citizen below my dumpster. NOOOOOOOOOOOOOOOOOOOOOOOOO!
