Is it just saying no because it's an integrated graphics card?

My dad buys-repairs-sells laptops as a hobby and extra cash on the side and he had this one lying around down there. I figured it would be ok once I put windows 7 on it.

Yes because a series 4 is SIGNIFICINTLY worse than a 460. They are years apart in terms of performance.

So basically systems requirements is lying about it having 1.3gb or vram and shader 4 etc?

No it was not lying but those things mean diddly squat and do not determine performance.

Performance is usually measured using benchmarks which you can google, the site you used just does not show them. What actually makes one gpu better than another one is a very complicated and has to do with a number of different things including drivers, architecture, and transister count to just name a few. General rule of thumb is that integrated is usually quite bad (new integrated gpus coming out are a lot better but still not that good) and in regards to your standard pci gpus price determines performance.
