or do i have to manually transfer them all?

i know Torchlight does, and the saves are on my laptop now, but do all games do the same?

No not all games use the could. It tells you if it does on the description page.

cool. ill use my external HDD for the non cloud-save games.

Very few actually use cloud saves. Also if you do want to back up your saves, remember that they can be located in about 3 different places. My Documents folder, the game folder itself, or if the developers are real assholes the appdata folder.
