Wouldn't it be easier to manage mods using things like FOMM and NMM?

Check out the TF2 Workshop Stormy. There are millions of entries for new weapons, items, paints, effects, miscs and otherstuff, all community-made. People model them, create them, and submit for approval. Then if an item is really popular, Valve will actually add it into a future update for TF2. The new item will be in game, and any sale of that item through the mann. co. store will benefit the creator, since they get a cut of the revenue.

So its basically Nexus, but Valve controlled?

How are the mods managed? Is it download only, and installation has to be done manually or with third party mod managers?

If it is handled by Steam, then how does Steam deal with duplicate/overlapping files (that might have different effect)?

To tell you the truth, I haven't the faintest clue. All I know is it works, and people love it. The TF2 workshop is the biggest on Steam, and theres hundreds, maybe even thousands, of entries daily.
