Only posh, wealthy people speak that way, and even they use a lot of weird linguistic short cuts that Americans would not use. The lower classes take it to a whole other level, and the way they speak would hardly be recognized as English to the average American. I'm not saying that Americans have fabulous linguistic skills (we don't) but no one bastardizes the English language quite like the British.
