It's been getting worse as of late, for me at least on the PS3 (Another reason I'm considering coming back). It's not just me either, my friend from work is also having this problem of not finding games as of late.

Is this problem PS3 exclusive or is it on all platforms?

They've been doing maintenance this week, I don't know if they've done PS3 yet but hopefully that'll fix it. I think they're doing work on 360 in a couple of hours.

It either starts or ends 9am est.

I know they were doing maintenance, and the online dies overnight.

SOmetimes I get server is busy, or something. I just wait a minute and then I can typically find a game. A few weeks ago I kept getting the dashboard bullshit which I hate! That seems to have cleared up.
