Do the ore veins ever repopulate or are they gone forever? I thought they repopulated but I went back into the one north of whiterun that has like 15 ore veins and to this day its still empty and I mined it out when I was like level 10 and now I am level 21.

They respawn once a month

It takes one month for ore to respawns.

Edit: Damn you frost!!

I read they're supposed to respawn after 30 in game days,same time the dungeons supposedly respawn but I never checked it myself...been meaning to start a new character since the civil war glitched me and I never got my achievement
