That's not the issue. You have to pay the ESRB to rate your games. And all these indie games that are made, and the ones that don't even bother with them, like on steam. Are going to be illegal and out of buisiness.

Well they generally have logos or "cover art" or something similar. It'll probably end up like CD warnings right on the album art.
