The reason this tax is being implemented is that the Chesapeake Bay is really polluted, a 14.8 billion dollar project is underway to decrease pollution. In order to fund this, they tax residents. This is passed off by taxing the amount of run off surfaces on your property.

Ex: Buildings, pavements, etc. Basically anything not dirt that doesn't absorb water causing water to run increasing nitrogen and phosphorous levels

its a tax on all surfaces that dont absorb rainwater.
