If they do it cool, it might be a dynamic location. Blow up the foundations and shift the flag position, while killing everyone in the building. Including any pesky campers.
But it's likely going to be an end of game thing.

They show a person playing as a commander in a coffee shop on a tablet. how could a tablet possibly run BF4?

I can totally see this being a stand alone app. It doesn't need to run BF4 - just that map interface that integrates with an online game. Start the app, search for a game that needs a commander, rock on.
