Why not make a topic for every game heeyyyy....

-Obviously, no leveled loot, enemies, or random dungeons.

A crime investigation system!

-If you talk to an NPC and then go kill someone in front of them, provided you escape, they will still know who you are but not a name or anything they can report to authorities to keep a lookout for. So next time you enter that city, they might point you out to a guard who will then arrest you. Anyone you talk to will forget your face after 24 hours, unless you commit a murder with them around while they know your face (within that 24 hours) in which case they will remember if for like a month or two.

-Fame should tie into this. The higher fame or infamy you get, the more people will already know your name. So if you mess up with anyone watching, everyone will know exactly who did it and guards will come after you in any city. It could be a trade off.

Brag about your deeds, etc, high fame: Gifts, discounts, assassination attempts maybe
Keep it under wraps, wear a mask, low fame: No gifts or discounts, but you won't be recognized if you commit crimes.

-It'd be cool to see other crimes committed by other people. So like Beth said, lumberjacks would be chopping wood, people doing their jobs, and guards are walking around questioning people and the like. You wouldn't be able to walk around town with a mask on while there is an investigation going on obviously. Maybe you could help the guards find the guy or help him get away or mislead the law for a reward and infamy. Randomly generated quests like this couldn't be that hard to make.

Character customization. By that, I mostly want you to be able to really play the role of a certain kind of character. In Oblivion, any character could become a jack-of-all-trades, I want you to have to be more devoted to certain play styles. They had classes before, but they meant nothing. If they still have them, make them meaningful.

Yes that too. I hope you can't do every single guild quest with any character.

Yea. Like the Main Houses in Morrowind. I liked that. Made you feel like your character really had a purpose in a way.

Plus not being able to do them in 1 sitting made it more replayable

Very true. I always ended up Telvanni though, they were the coolest.

I need to reinstall Morrowind... Horrible combat system aside, that game was EPIC beyond scale. Oblivion was it's own kind of fun, but Morrowind just left me with my jaw on the floor for the first few months after I got it. If Bethesda can meld together what made both of those games great properly, I will die a happy man.

Get rid of the damn AI leveling system. I want to feel like I am about to become a total master of rapeage. Not have guards that every time I level, they level up so they can stay a whole ten levels above me.

Although my proudest moment in Oblivion was taking out a guard the very moment I left the jail sewers, THE FIRST TIME, I ever played the damn game.

Of course I only managed to do this by getting him stuck beneath me at the bottem of a hill near the lake, and just sat there hacking at him while he kept trying to jump up at me. Took me a good damn 20 minutes since I was level 1 and still had the crappy ass dagger you got.
