Why not make a topic for every game heeyyyy....

-If you talk to an NPC and then go kill someone in front of them, provided you escape, they will still know who you are but not a name or anything they can report to authorities to keep a lookout for. So next time you enter that city, they might point you out to a guard who will then arrest you. Anyone you talk to will forget your face after 24 hours, unless you commit a murder with them around while they know your face (within that 24 hours) in which case they will remember if for like a month or two.
-Fame should tie into this. The higher fame or infamy you get, the more people will already know your name. So if you mess up with anyone watching, everyone will know exactly who did it and guards will come after you in any city. It could be a trade off.
Brag about your deeds, etc, high fame: Gifts, discounts, assassination attempts maybe
Keep it under wraps, wear a mask, low fame: No gifts or discounts, but you won't be recognized if you commit crimes.
-It'd be cool to see other crimes committed by other people. So like Beth said, lumberjacks would be chopping wood, people doing their jobs, and guards are walking around questioning people and the like. You wouldn't be able to walk around town with a mask on while there is an investigation going on obviously. Maybe you could help the guards find the guy or help him get away or mislead the law for a reward and infamy. Randomly generated quests like this couldn't be that hard to make.
