According to him, the ATF is trying to "determine the sporting use" of the Saiga-12 semi-auto, magazine fed shotgun. If the ATF does decide to put the Saiga on the "Destructive Devices" (also know as "DD") list, you will need a special license to purchase one. Some other notable weapons that are already on the DD list include the Stryker shotgun and the USAS-12.
