I thought the negative characteristic will not affect bolt actions, as they are not continuously firing weapon, but it does affect second shot and onwards. And, on top of that, it greatly increases weapon spread when under suppression, unlike without it where the bullet still goes in the direction where you are pointing (even if the crosshair is shaking wildly.
