I'm going to go with Popeye.

Super Man may have more powers but he is still mortal since has died about 5 times now.

Popeye on the other hand is nigh-invulnerable. His super Strengh his matched by his over-powering Jobber aura wich would cancel out Supes'.

Popeye wins.
