Low level materials can be troublesome to farm sometimes.

I've found that for the following materials, Leather, Copper Ore, and Jute Scraps, the following areas yielded the best results.

Copper ore: Asura starting area, Metrica province
Jute Scraps/Leather: Human starting area, Queensdale (Kill Centaurs for their supply packs)
Herbs: Asura Starting area, Metrica Province.

I'll update this as I explore more.
