[BF4] Scout helo unlock is messed up

They have leveled the playing field in most of the vehicles when it comes to unlocks, so that new comers don't get murdered without a decent fight against those that simply put more time into the game.

BUT~~~~

They completely forgot, or intentionally ignored, scout helo. The lack of secondary had me raging a bit yesterday, when opponent team had a pilot that pretty much unlocked everything and were firing ATAs at me, when I only had guns to gun him down...
